I can understand the tendon and ligament part
But bodybuilding for recovery due to blood flow. This meaning light ie not to failure bb style sessions when not lifting or the after effects of a couple bb moves at the end of training?

Higher reps means the muscle gets a "pump" and I think you could do it both post workout or as active recovery if the volume was controlled and your recovery protocols are right.
